Ryan Shrack began his service as the Community Development Director for the City of Valley Center in December 2015. Previously, Shrack served as the Economic Development/Deputy Director for the Maumee Valley Planning Organization in northwest Ohio and, prior to that appointment, was the Northeast Indiana Community Liaison with the Indiana Office of Community and Rural Affairs in Indianapolis, Indiana. Shrack has substantial experience in many facets of community and economic development, including downtown revitalization, business retention, local zoning and urban planning administration, federal and state grant management, historic preservation, and floodplain management. He thoroughly enjoys building partnerships to effectively address issues and challenges facing communities today and creating innovative solutions through strategic planning and other cooperative efforts. Shrack obtained his bachelor’s and master’s degrees from Ball State University in May 2009 and May 2011, respectively. In November 2018, Shrack completed the Kansas Certified Public Managers (CPM) Program through the University of Kansas.
