A.     Proposed Ordinance - Sewer Rates 2^nd Reading  pg14  Motion by Houston/ 2^nd by Black to approve Ordinance 1120 amending Sewer Rates on 2^nd Reading.  Aye:  Black, Blumanhourst, Houston, Roberts, Yarnell.  No:  none.  Absent:  Nordstedt.  Motion carried.

B.     Proposed Ordinance – AT&T Telecommunications Franchise 2^nd Reading   p17  Motion by Roberts/ 2^nd by Houston to approve Ordinance 1138 granting a telecommunications franchise to AT&T Kansas dba Southwestern Bell Telephone on 2^nd Reading.  Aye:  Black, Blumanhourst, Houston, Roberts, Yarnell.  No:  none.  Absent:  Nordstedt.  Motion carried.

11.  NEW BUSINESS

A.     Proposed Ordinance Amending City Code – Sidewalks, Curbs   pg22  Motion by Roberts/ 2^nd by Black to approve Ordinance 1139 amending the Code of the City of Valley Center with regard to sidewalk, curb/gutter construction on 1^st Reading.  Aye:  Black, Blumanhourst, Houston, Roberts, Yarnell.  No:  none.  Absent:  Nordstedt.  Motion carried.

B.     Proposed Ordinance Amending City Code – Conceal Carry Restrictions   pg30  Directive of the Governing Body to place on December 19 agenda.

13.  GOVERNING BODY REPORTS

A.      Motion by Yarnell/ 2nd by Roberts to continue the designated agent (City Administrator) for City owned property farmed.  Aye:  Black, Blumanhourst, Houston, Roberts, Yarnell.  No:  none.  Absent:  Nordstedt.  Motion carried.

B.     Motion by Roberts/ 2^nd by Houston to award a holiday payment in the amount of $100 net for full time employees and a $50 net payment for regular part time employees.  Aye:  Black, Blumanhourst, Houston, Roberts, Yarnell.  No:  none.  Absent:  Nordstedt.  Motion carried.

C.     Staff directed to provide research on payment to elected officials from other jurisdictions for discussion at the December 19^th meeting.
