Neighborhood Revitalization Program

Introduction

The City of Valley Center initiated the Neighborhood Revitalization Program in January 2019 (City Resolution 674-18).  This program is designated for homeowners that make significant improvements to their owner-occupied residences that have been previously designated into certain categories in the City’s 2018 Housing Survey.  The completed survey map showing the various housing classifications can be accessed by clicking on the link found on the left hand toolbar of this web page.  

Upon approval into the program, the City of Valley Center will provide a five (5) year, 100% City portion of property tax abatement on the increase-only portion of property tax based on the annual appraised value of the improvements-only portion of a qualifying property defined as a single-family residence.  The application for this program can be found on the left hand toolbar of this web page.  This program is scheduled to expire on December 31, 2022.

The abatement will be issued to the homeowner in the form of a rebate check issued each eligible year by the City's Finance Department.  The rebate will only apply to the original applicant and is non-transferable.  

Qualifications 

In order to qualify for the City of Valley Center Neighborhood Revitalization Program, an applicant must meet the following requirements:

  • Complete and submit an application with the building permit associated with the improvements made on the property to the Community Development Director
  • Certify that the single-family home on which improvements are being made is a Category B, C, or D property (per the City of Valley Center 2018 Housing Survey)
  • Certify that the single-family home on which improvements are being made is owner-occupied and not used as a rental property or secondary residence
  • Certify that the improvements made to the property are valued at least $5,000 or equal to 10% of the existing assessed value of the property, whichever is higher
