Introduction
The City of Valley Center initiated the Housing Incentive Program in March 2017 (City Resolution 661-17). This program is designated for individuals that build or buy new, single-family residences within the city limits of Valley Center and, upon approval, will provide a rebate of 100% of the City of Valley Center’s portion of property taxes paid annually for a period of five (5) years. The application for this program can be found on the left hand toolbar of this webpage. This program is scheduled to expire on December 31, 2023.
Once approved, the rebate will be issued to the homeowner in the form of a refund issued each eligible year by the City's Finance Department. The rebate will only apply to the original applicant and is non-transferrable. For individuals purchasing lots on which to construct new residences, the property tax rebate will start upon the issuance of the certificate of occupancy by the Community Development Department. The Certificate of Occupancy must be issued no more than twelve months after the issuance of a building permit by the City of Valley Center, or, before the expiration date of the Housing Incentive Program, whichever is earlier.
Qualifications
In order to qualify for the City of Valley Center Housing Incentive Program, an applicant must meet the following requirements:
- Complete and submit an application from the Community Development Director
- Certify that they have purchased a single-family residence within the city limits of Valley Center between January 1, 2017 and December 31, 2023
- Certify that they are the first time occupant of the residence, and that the structure is being used as their primary residence
- Remain current on their property taxes due
Commercial Housing Incentive Program
The City of Valley Center also offers an incentive to developers that create new multi-family housing units in Valley Center (City Resolution 691-20). This program is designated for individuals that build/own new, multi-family residences within the city limits of Valley Center and, upon approval, will provide a rebate of 100% of the City of Valley Center’s portion of property taxes paid annually for a period of three (3) years. The application for this program can be found on the left hand toolbar of this webpage. All applications will be reviewed and approved by the Valley Center City Council. This program is scheduled to expire on December 31, 2023.
Once approved, the rebate will be issued to the multi-family housing owner in the form of a refund issued each eligible year by the City's Finance Department. The rebate will only apply to the original applicant and is non-transferrable. For individuals purchasing lots on which to construct new multi-family residences, the property tax rebate will start upon the issuance of the Certificate of Occupancy by the Community Development Department. The Certificate of Occupancy must be issued no more than twelve months after the issuance of a building permit by the City of Valley Center, or, before the expiration date of the Housing Incentive Program, whichever is earlier. The qualifications for the Commercial Housing Incentive Program are the same as those listed above for the Housing Incentive Program, with the only difference being that this program applies to new multi-family buildings completely constructed between January 1, 2020 and December 31, 2023.
