Housing Incentive Program

Introduction

The City of Valley Center initiated the Housing Incentive Program in March 2017 (City Resolution 661-17).  This program is designated for individuals that build or buy new, single-family residences within the city limits of Valley Center and, upon approval, will provide a rebate of 100% of the City of Valley Center’s portion of property taxes paid annually for a period of five (5) years.  The application for this program can be found on the left hand toolbar of this webpage.  This program is scheduled to expire on December 31, 2019.

Once approved, the rebate will be issued to the homeowner in the form of a refund issued each eligible year by the City's Finance Department.  The rebate will only apply to the original applicant and is non-transferrable.  For individuals purchasing lots on which to construct new residences, the property tax rebate will start upon the issuance of the certificate of occupancy by the Community Development Department.  Construction on a lot must begin within six (6) months of purchasing the lot.
